Powers and Abilities
The Doctor's magical abilities work by drawing a detailed mental picture and letting reality build it for them, enabling the Doctor to do anything that they can imagine. However, the Doctor's abilities are subject to their state of mind, as being startled or distracted can severely disrupt them.
