In September 2006, the Citizens for Responsibility and Ethics in Washington (CREW) released its second annual report on the most corrupt members of Congress, titled "Beyond DeLay: The 20 Most Corrupt Members of Congress (and five to watch)." Burns was included as one of the twenty most corrupt members of Congress (he was also listed in the first annual report, the list being in alphabetical order). The organization said, "His ethics issues stem from campaign contributions he accepted in apparent exchange for exercising his authority as chairman of an appropriations subcommittee and on a trip some of his staff members took to the 2001 Super Bowl."
