Part 4 (Immigration and Asylum)
Part 4 allowed for the Home Secretary to certify any non-British citizen whom he suspected to be a terrorist and detain them indefinitely, pending deportation, even when such a deportation would be prohibited. The Law Lords ruled against the law in a case brought by nine of the detained suspected terrorists on 16 December 2004 and the measure was effectively abolished the following March when it was up for review. Its powers were replaced with "control orders", brought in by the Prevention of Terrorism Act 2005.

“To be in a world which is a hell, to be of that world and neither to believe in or guess at anything but that world is not merely hell but the only possible damnation: the act of a man damning himself. It may beI hope it isredemption to guess and perhaps perceive that the universe, the hell which we see for all its beauty, vastness, majesty, is only part of a whole which is quite unimaginable.”
