After the 2001 war in Afghanistan, Zarqawi appeared on a U.S. list of most-wanted al-Qaeda terrorists still at large in early 2002.
According to the Washington Post and some other sources, he formally swore loyalty (Bay'ah) to bin Laden in October 2004 and was in turn appointed bin Laden's deputy.
