Biography

He joined the Communist Party in 1975 and entered Peking University in 1977; he studied philosophy there until 1980. He then spent three years teaching at the Qinghai Provincial Commerce School before serving in various administrative and political roles in Qinghai.

Zhao became the provincial vice-governor in 1999 (having worked in the governor's office since 1993), and acceded to the post of governor in 2002; he was re-elected in 2003. In 2007, he was transferred to become party chief in Shaanxi.

After the 18th National Congress of the Communist Party of China, he was appointed Politburo member and head of the Party's Central Organisation Department.
