Constituents
According to the Annals of Joseon Dynasty in 1395, wokou were commanded by a number of small and medium-sized feudal lords of the coastal areas of Japan and consisted of petty farmers and fishermen. Wokou were said to number around 20–400 ships. The lack of political stability in Japan at the time (see Sengoku period) was one of the primary causes of the appearance of wokou.
