The site was founded in November 2005 by "Igor Alexander", and hosted by ProBoards. This version of the site closed down. In February 2006 it was restarted by "Selina" as a forum located at its own domain name using Invision Power Board software. The site requires registration using a valid e-mail address to post. It blacklists email providers which allow anonymity, which it says is to discourage the operation of multiple accounts by a single user.

Wikipedia Review has been cited for its discussion and evaluation of concepts surrounding wiki-editing, such as the Palo Alto Research Company's WikiDashboard, as well as used as an evaluation subject for the tool.
