Kuqi was born in Vucitrn, Kosovo, which was then part of Yugoslavia. The policies of Yugoslav President Slobodan Milosevic started to cause tensions between ethnic groups in Kosovo in 1988. An older brother of Kuqi was due to begin national service, which prompted his family to emigrate to Finland, where they were granted asylum. He is the older brother of Njazi Kuqi and Albert Kuqi, and the cousin of Daut Kuqi.
