Federal Judicial Service
On May 16, 1910, President Taft nominated Cooper to serve as a Member of the Board of General Appraisers, to the seat vacated by Marion De Vries. He was confirmed by the Senate on May 24, 1910 and received his commission on May 26, 1910. He served on the board until his death and was succeeded by Judge George Emery Weller.
