Early Life
Marshall was born at Nelson in 1936. He is the older brother of Kerry Marshall, a former local body politician of the Nelson and Tasman Regions. He attended Nelson College from 1949 to 1952. He was a Methodist minister from 1960 to 1972, and school teacher 1955–1956 and 1972.
The Marshall brothers married Nelson sisters Barbara and Coleen Watson; Barbara Marshall is the wife of Russell Marshall.
