Robert graduated with a Bachelors degree in Political Science from the University of California, Santa Barbara in 1982, received his Juris Doctor from the University of San Diego in 1985, a master's degree from University of California, Santa Barbara in political science in 1988, and a Doctorate in political science from the University of California, Santa Barbara in 1991.
