Rigs-to-Reefs (RTR) is a nationwide program developed by the former Minerals Management Service (MMS), now Bureau of Safety and Environmental Enforcement (BSEE), of the U.S. Department of the Interior to turn decommissioned offshore oil and petroleum rigs into artificial reefs.
