Criticism of Offset Agreements
While widely practised, some, such as the US government, consider such agreements to be "market distorting and inefficient". On April 16, 1990, a US Presidential Policy statement was released, stating that "the decision whether to engage in offsets resides with the companies involved" and that "no agency of the U.S. Government shall encourage, enter directly into, or commit U.S. firms to any offset arrangement in connection with the sale of defense goods or services for foreign governments."
