  • Eritrea: Red Cross Society of Eritrea (observer, admission and recognition pending)
  • Sahrawi Arab Democratic Republic: Sahrawi Red Crescent (observer, admission and recognition pending)
  • Tuvalu: Tuvalu Red Cross Society (observer, admission and recognition pending)
  • Taiwan (Republic of China): Red Cross Society of the Republic of China (recognized by the ICRC, but not a member or observer of the Federation)
  • Sovereign Military Order of Malta: conducting humanitarian operations is a major part of its own activities (recognized by the ICRC, but not a member or observer of the Federation)

Bhutan, Marshall Islands, Nauru, Niue, Oman, South Sudan (South Sudan Red Cross) and the Vatican City are the states without recognized national society, along with the states with limited recognition - Abkhazia, Kosovo, Nagorno-Karabakh, Somaliland, South Ossetia, Transnistria and Northern Cyprus (North Cyprus Red Crescent Society).

The Cyprus Red Cross has been recognized by the ICRC on 22nd February 2012.
