International Steering Group For Kosovo

The International Steering Group for Kosovo (ISG) was an organization formed pursuant to the Ahtisaari Plan concerning the Kosovo status process. It was set up to guide Kosovo's democratic development and promote good governance, multi-ethnicity and the rule of law.

The group was responsible for appointing and overseeing the International Civilian Representative for Kosovo (ICR). The ICR was the "final authority in Kosovo regarding interpretation" of the Plan and had the "ability to annul decisions or laws adopted by Kosovo authorities and sanction and remove public officials whose actions he/she determined to be inconsistent" with the Plan. The European Union Special Representative for Kosovo (EUSR) is a closely associated post, appointed by the Council of the European Union. The first ICR and EUSR in Kosovo appointed was Pieter Feith.

The 2008 Kosovo declaration of independence formally "accept fully the obligations" of the Ahtisaari Plan. It had its inaugural meeting on Thursday February 28, 2008. The group has been declared "illegal" by Serbia and condemned by Russia.

On 10 September 2012, the International Steering Group had its final meeting and formally ended its supervision of Kosovo.

With immediate effect, the CSP no longer exists as a separate and superior legal power, and the Constitution of the Republic of Kosovo now constitutes the sole basis for the country’s legal framework.

Famous quotes containing the words steering and/or group:

In our most trivial walks, we are constantly, though unconsciously, steering like pilots by certain well-known beacons and headlands, and if we go beyond our usual course we still carry in our minds the bearing of some neighboring cape; and not till we are completely lost, or turned round,—for a man needs only to be turned round once with his eyes shut in this world to be lost,—do we appreciate the vastness and strangeness of nature.
    Henry David Thoreau (1817–1862)

The poet who speaks out of the deepest instincts of man will be heard. The poet who creates a myth beyond the power of man to realize is gagged at the peril of the group that binds him. He is the true revolutionary: he builds a new world.
    Babette Deutsch (1895–1982)
