Community Action Plan

After being elected as the MPP of Toronto Centre in February 2010, Glen Murray initiated a community engagement and planning process called the “Community Action Plan” (CAP) in collaboration with local City Councillors, Kristyn Wong-Tam, Ward 27, and Pam McConnell, Ward 28. The CAP consults residents through a series of Community Planning Meetings and a CAP website, torontocentreplan.org.
The Community Action Plan identified neighbourhood-specific plans, based on residents' values, consisting of long and short term goals. With the help of the constituents, Toronto Centre was split into 11 distinct neighbourhoods:

Ward 27:

  • Bay Cloverhill
  • Bloor East/Yorkville
  • Church-Wellesley/Upper Jarvis
  • Moss Park/Garden District
  • Rosedale/Summerhill/Moore Park


Ward 28:

  • Cabbagetown South
  • Corktown/The Distillery District
  • Regent Park
  • Cabbagetown
  • St. Jamestown
  • St. Lawrence


To date, three series of meetings have been held in each identified neighbourhood of Ward 28, while the second series of meetings has begun in Ward 27.

The website torontocentreplan.org serves as a public electronic forum for Toronto Centre, containing community data on health, developments, crime and land-use. A series of planning reports have been completed and are expected to be available shortly via torontocentreplan.org.
