Whether the Excellence Initiative has had a positive effect is currently a matter of disagreement. A report by the Social Science Research Center in Berlin indicates that the program failed to create more diverse education options and produced little in the way of lasting change. Alternatively, presidents of Ludwig Maximillian University and Karlsruhe Institute of Technology believe that the program has been quite successful.
