In the 2007 provincial election, he defeated Liberal Party leader Gerry Reid in the district of The Isles of Notre Dame by 12 votes. He is a member of the Progressive Conservative Party.
On April 9, 2009, Dalley was appointed Parliamentary Secretary to the Minister of Education. On January 13, 2011, he was appointed to cabinet as Minister of Business.
