Declaration Of War By The United Kingdom

A declaration of war is a formal declaration issued by a national government indicating that a state of war exists between that nation and another. In the United Kingdom, only the Monarch has the power to declare war and peace, under the Royal Prerogative. There has been a debate regarding whether Parliament should have this power. This was attempted (to the limited extent of possible war against Iraq) in 1999 with the introduction of the Military Action Against Iraq (Parliamentary Approval) Bill. However Queen Elizabeth II, acting upon the advice of her Government at the time, refused to grant her consent to allow the Bill to be debated in Parliament and so it was dropped (Queen's Consent was needed before debate could take place because the Bill affected the Royal prerogative). The Constitutional Reform and Governance Act 2010 originally included a section that would have required Parliamentary approval for use of the armed forces, but this was dropped from the bill before Royal Assent.

I foresee the time when the painter will paint that scene, no longer going to Rome for a subject; the poet will sing it; the historian record it; and, with the Landing of the Pilgrims and the Declaration of Independence, it will be the ornament of some future national gallery, when at least the present form of slavery shall be no more here. We shall then be at liberty to weep for Captain Brown. Then, and not till then, we will take our revenge.
    Henry David Thoreau (1817–1862)

It takes twenty years or more of peace to make a man; it takes only twenty seconds of war to destroy him.
    Baudouin I (b. 1930)

You are, I am sure, aware that genuine popular support in the United States is required to carry out any Government policy, foreign or domestic. The American people make up their own minds and no governmental action can change it.
    Franklin D. Roosevelt (1882–1945)

...the kingdom of God depends not on talk but on power.
Bible: New Testament, 1 Corinthians 4:20.
