Early Life, Education, and Pre-political Career

Brinkley was born in Frederick, Maryland and grew up in New Market, Maryland. He was the only son of Dr. George Ross Brinkley and Jean Brinkley. He graduated from Linganore High School in 1977. Brinkley attended Gettysburg College, received his B.A. from the University of Maryland, College Park in 1981. He also attended American College in Bryn Mawr, Pennsylvania, receiving his C.L.U. (chartered life underwriter) and Ch.F.C.(chartered financial consultant) in 1985. He is also an estate and financial planner. He is a member and former firefighter with the New Market Volunteer Fire Company.
