A major thrust of the Provincial Government is the strengthening of the educational foundation of the province. Accompanying the manpower and financial support by the Provincial School Board, chaired by the Governor, the province’s infrastructure program invests heavily in the provision of school buildings for elementary, high school and university students. Jesus F. Magsaysay High School in Castillejos served as the pilot infrastructure project in education. Following its success is the construction of three more high school buildings found in Sta. Cruz, Iba and Subic. A fourth high school building catering to a maximum of 3,000 students is also being constructed in the municipality of San Antonio. A breakthrough program of infrastructure is the construction of the Govic School of Nursing building at the Ramon Magsaysay Technological University in Iba. These educational building constructions respond to the country’s perennial problem of classroom shortage. Gov. Vic Magsaysay’s support to education infrastructure is a manifestation of the province’s desire to continuously maintain a high level of functional literacy among Zambalenos.

The history of all hitherto existing society is the history of class struggles.
    Karl Marx (1818–1883)
