Johal co-founded the "Indo-Canadian Mafia" gang, which allegedly contained a branch, "The Elite", made up of "hit-men". The Elite allegedly consisted of several gang members whose sole responsibility involved murdering targets identified by Johal. The Elite was allegedly responsible for approximately 30 murders, and were paid $20–25,000 per murder by Johal.

Under Johal's leadership, the annual earnings of the Indo-Canadian Mafia were estimated at between $3–4,000,000, the profits of drug trafficking and the re-sale of stolen vehicles. The Indo-Canadian Mafia allegedly operated a sophisticated stolen vehicle business that involved purchasing "write-off" vehicles from the Unites States, transporting the vehicles to Canada, replacing the ignition and Vehicle Identification Number (VIN) with stolen parts and reselling the vehicle at auction. The organization also allegedly worked with truck drivers to resell goods the truck drivers would claim were stolen from their trailers.

The criminal activities of the Indo-Canadian Mafia reputedly led to confrontation with the "Lotus Triad", a Chinese criminal organization. Johal was alleged to have kidnapped the younger brother of a Lotus Triad leader, which led to rumors that the Triad were offering a $250,000 bounty for Johal's death. Following Johal's murder, the Vancouver Police Department and local media speculated that the Lotus Triad may have been responsible for his death.
