Willy Brandt was an inmate who was at the infirmary during mayor Wilson Loewen's time at Oz. At Unit J, Loewen gets food stuck on his throat and is sent to the hospital. There, Loewen blackmails Governor James Devlin. Afraid that Loewen starts talking about his crimes, Devlin orders his assistant, Perry Loftus to find someone to kill Loewen. Loftus finds his college friend, CO Adrian Johnson working in Oz and hires him to kill Loewen. Johnson pays two inmates Lionel Kelsch and Willy Brandt to kill Loewen. During the night, while Loewen is sleeping, Kelsch starts screaming, causing distraction. So, Brandt enters in Loewen's bedroom and slices his throat. Some time after, Brandt is interrogated by Leo Glynn and talks about Officer Johnson. Brandt is put at Unit J and Glynn talks to Perry Loftus. Afraid that Glynn will discover the truth about Loewen's death, Loftus asks Johnson to kill Brandt and Glynn. In the next morning, Brandt is dead. Glynn asks Alvin Yood if he saw someone. Yood says he did, but is not going to tell who was, or he will be killed.
