Imogen Willis, played by Ariel Kaplan, made her first screen appearance on 20 May 2013. The character was announced on 7 February 2013, while Kaplan's casting was revealed on 18 February. Kaplan was studying at the 16th Street Actors Studio in Melbourne in 2012 when she was offered the role of Imogen. Imogen is Joshua Willis' (Harley Bonner) twin sister and the teenage daughter of Brad (Kip Gamblin) and Terese Willis (Rebekah Elmaloglou). Kaplan commented "I love the character, she is outwardly confident and very comfortable in her own skin, and doesn't feel she has to impress anyone by doing things she might regret. I think she is a great role model for young girls." Joshua and Imogen have a love-hate relationship and they are often seen getting at each other. Bonner commented that while they do not hate each other, Imogen often tells Joshua how things should be done. Imogen often feels sidelined by her family and resents things being organised around Joshua's potential swimming career.
On the day her family move in Ramsay Street, Patrick Villante (Basquait Voevodin-Knack) is kidnapped and Imogen joins in the search for him. When Kate Ramsay (Ashleigh Brewer)sees Imogen struggling to find her way round, they team up. Imogen explains that she and her brother, Joshua, will be going to Erinsborough High, while their other sister, Piper, is on exchange in Canada. Imogen starts insulting teachers, before she learns Kate is a teacher at Erinsborough High. Imogen befriends Amber Turner (Jenna Rosenow) and develops a crush on her brother, Mason (Taylor Glockner).
