According to a 2009 report by the UN Special Rapporteur on the human right to water and sanitation after a visit to Bangladesh, there is "an overall lack of monitoring and accountability" and "corruption continues to plague the sector". She also notes that standardized reporting processes and performance indicators to monitor utility performance were missing and that "there is no independent and effective regulation of the water supply and sanitation sector", making it next to impossible to ensure compliance with the numerous laws and policies in place. According to the UN report, the activities of the different ministries, the departments within the Ministry of Local Government, Rural Development and water supply and sewerage authorities need to be better coordinated.
