On March 3, 1986, Wang Ganchang, Wang Daheng, Yang Jiachi and Chen Fangyun first proposed in a letter (《关于跟踪世界战略性高科技发展的建议》) to the Chinese government to launch researches covering lasers, microwaves, and electromagnetic pulse weapons. The plan would be adopted in November of that year under the code name Project 863 (“863计划”).
