While most of these Tier-1 providers offer global coverage (based on the published network map on their respective public websites), there are some which are restricted to being geographically regional players in North America and do not have a global network footprint especially when it comes to IP Transit services e.g. AT&T and CenturyLink. However these do offer global coverage for mobiles and IP-VPN type services which are unrelated to being a Tier-1 provider.
A 2008 report shows Internet traffic relying less on U.S. networks than previously.
The following networks were tier 1 networks and may still be, but there is some question in the community as to whether they are now paying settlements to one or more of their peers:

Famous quotes containing the words list of, list and/or networks:
“Sheathey call him Scholar Jack
Went down the list of the dead.
Officers, seamen, gunners, marines,
The crews of the gig and yawl,
The bearded man and the lad in his teens,
Carpenters, coal-passersall.”
—Joseph I. C. Clarke (18461925)
“Loves boat has been shattered against the life of everyday. You and I are quits, and its useless to draw up a list of mutual hurts, sorrows, and pains.”
—Vladimir Mayakovsky (18931930)
“The community and family networks which helped sustain earlier generations have become scarcer for growing numbers of young parents. Those who lack links to these traditional sources of support are hard-pressed to find other resources, given the emphasis in our society on providing treatment services, rather than preventive services and support for health maintenance and well-being.”
—Bernice Weissbourd (20th century)
