In October 2011, producer Kevin Feige said during the New York Comic Con, "Iron Man 3 will be the first of what we sort of refer to as phase two of this saga that will culminate, God willing, in Avengers 2". At the film's premiere, Feige said they have an option for Joss Whedon to direct a sequel when and if the time comes. In May 2012, after the film's successful release, Disney CEO Bob Iger announced a sequel was in development. In August 2012, Iger announced that Whedon would return to write and direct the sequel and develop a Marvel TV show for ABC. Later in the same month, Disney set a May 1, 2015 release date. In December 2012, Whedon stated that he has completed an outline for the film.

Filming is scheduled to begin in March 2014 at Shepperton Studios in England. At the Hollywood premiere of Iron Man 3, Whedon said he had completed a draft of the script that included a "brother/sister act" from the comic books. Entertainment Weekly later said it confirmed this to be Quicksilver and the Scarlet Witch, though Feige in that same report said, "I'm not confirming or denying. The draft could change six months from now." In June 2013, Variety reported that Aaron Taylor-Johnson entered in talks to play Quicksilver. Later the same month, Robert Downey Jr. signed on to return as Iron Man in The Avengers 2 and 3.

On July 20, 2013, Joss Whedon announced at San Diego Comic-Con International that the first sequel will be titled Avengers: Age of Ultron. The title is shared by the 2013 comic book story-line Age of Ultron.
