Although video on demand generally refers to legitimate delivery mechanisms operating in accord with applicable laws, some of the motivation for the development of true video on demand (TVOD) services can be traced back to peer-to-peer networking and the development of file sharing software. These innovations proved that it was technically possible to offer the consumer potentially every film ever made, in a way that does not burden the original provider with the entire cost of uploading that information for every customer who wishes to receive it.
