Misuse of Mass, Manoeuvre, and Potentially Swarming

AirLand Battle, of course, has been ineffective against the Iraqi insurgency, but, in fairness, it was not designed for such combat. Reaching back to WWII occupation planning, GEN Eric Shinseki's recommendations for a much larger occupation force for Iraq, and Barnett's concept of the "System Administrator" all applied better to the post-conventional phase that should have been expected. Swarming is not appropriate for all low-intensity conflict. If one considers civilian law enforcement as able to use swarming, it is indeed appropriate to swarm a car, full of criminals actively shooting, which is moving at dangerous high speed through crowded streets. Police calming a domestic situation, often find calmness, not a show of force, to be most effective.

Famous quotes containing the words misuse, potentially and/or swarming:

I ... must continue to strive for more knowledge and more power, though the new knowledge always contradicts the old and the new power is the destruction of the fools who misuse it.
    George Bernard Shaw (1856–1950)

Man’s main task in life is to give birth to himself, to become what he potentially is. The most important product of his effort is his own personality.
    Erich Fromm (1900–1980)

Many a time I have seen my mother leap up from the dinner table to engage the swarming flies with an improvised punkah, and heard her rejoice and give humble thanks simultaneously that Baltimore was not the sinkhole that Washington was.
    —H.L. (Henry Lewis)
