When sulfide bearing material becomes exposed to water (for example, rain), the run-off becomes toxic to the environment. Heavy metal can be deposited into lakes, killing fish and other animals. A 2002 report from the Environmental Protection Agency claimed that "sulfide mining was responsible for 41 percent of all toxic pollution discharges" in the United States. When starting a mine, companies frequently estimate reclamation costs to be lower than they actually will, and declare bankruptcy to avoid having to pay them upon mine closure. To end this trend the Financial Assurance Bill is proposed, forcing sulfide miners to submit money to the government to cover mine reclamation.
