Lacy was born in Shawnee Mission, Kansas, and earned his bachelors and masters degrees in accounting from Kansas State University. At Kansas, Lacy became a member of Sigma Alpha Epsilon, a social fraternity. He lives in Des Moines with wife Cathy, nearby the Iowa Delta chapter of SAE. They have a son, Paul, and daughter, Mary.
