In April 2008, the United Nations High Commissioner for Refugees estimated that the conflict had created 77,000 internally displaced persons (IDPs) in Sa'dah Governorate. By order of King Abdullah of Saudi Arabia, the Saudis are to shelter and build 10,000 new homes for the war-displaced people.
