Foreign Government Foreknowledge
It has been suggested that some foreign governments and intelligence agencies may have had some foreknowledge of the attacks. In particular, the possible foreknowledge of the Israeli Mossad, and possible financial ties to Pakistan and Saudi Arabia, have raised doubts about the 9/11 Commission Report conclusion that no one outside the terrorist organization al Qaeda was involved or had foreknowledge of the attacks. There are also questions about how much was known by other governments and intelligence agencies in countries such as France, the UK, Germany, Italy, Morocco, Jordan and Egypt, which all warned the United States of an imminent attack.
