Update: In 2008, there were two bills entitled "The Second Chance Act (SCA)" (both are mentioned below). The Second Chance Act by Congressman Davis was passed and signed into law by President Bush - who had requested such legislation as early as 2004.
Due to a lack of organization of supporters at a grassroots level, the SCA by Congressman Rangel failed to gather sufficient Members to get out of committee. Congressman Rangel office staffers have indicated intent to re-introduce the bill in the 111th Congress.

The Second Chance for Ex-Offenders Act of 2007 (H.R. 623), titled "To permit expungement of records of certain nonviolent criminal offenses" is a bill submitted to the United States House of Representatives by Representative Charles Rangel (D-NY) to amend the federal criminal code to allow an individual to file a petition for expungement of a record of conviction for certain nonviolent criminal offenses. The resolution was introduced on January 22, 2007.

Famous quotes containing the words chance and/or act:

All the historians are Harvard people. It just isn’t fair. Poor old Hoover from West Branch, Iowa, had no chance with that crowd; nor did Andrew Jackson from Tennessee. Nor does Lyndon Johnson from Stonewall, Texas. It just isn’t fair.
    Lyndon Baines Johnson (1908–1973)

The only ones who are really grateful for the war are the wild ducks, such a lot of them in the marshes of the Rhone and so peaceful ... because all the shot-guns have been taken away completely taken away and nobody can shoot with them nobody at all and the wild ducks are very content. They act as of they had never been shot at, never, it is so easy to form old habits again, so very easy.
    Gertrude Stein (1874–1946)
