Kelly was born in Orange, New Jersey, to Richard and Patricia Kelly, and raised in the nearby community of West Orange. He went to Mountain High School along with his brother Mark. He is divorced and has two children. His sister-in-law is Gabrielle Giffords, the former congresswoman from Arizona.
