In the early 1990s, many Jews chose to immigrate to Israel because the United States changed its policy of treating Soviet Jews as refugees at request from American Zionist pro-Israel Lobby and allowing limited immigration, whereas Israel was willing to receive them unconditionally. Until the closing of the gates in the 1970s and 1980s, some 600,000 Soviet Jews immigrated to the United States.
