On November 12, 2009, Pacheco announced that he has secured a 155-count indictment against nine people revealing massive corruption among elected officials in San Jacinto, along with their friends, family members and business connections. The indictment, which included 56 felonies and 99 misdemeanors, listed each of the nine defendants and their respective counts. Four of the five San Jacinto City Council members were included in the indictment. They were Mayor Dale Stubblefield, Vice Mayor John Mansperger, Councilman James Ayres and Councilman James Potts.

The investigation determined that the council members and various campaign contributors had been engaged in a conspiracy to launder campaign funds into campaign committees which include those of Nancy Jo Ayres for San Jacinto Unified School District board of trustees and the 2006 primary election for James Ayres in California's 65th State Assembly district.

On June 16, 2008, Pacheco along with the Attorney General obtained an indictment on four people on a combined 11 felony and 26 misdemeanor counts for their roles in a money-laundering conspiracy involving six different political campaigns for state office. The defendants were Mark Leggio, Nicola Cacucciolo, Nick Vito Cacucciolo and James Lloyd Deremiah. The charges stemmed from illegal monetary contributions made by the defendants to at least six different political campaigns for state office. The timing and pattern of these contributions demonstrated that defendant Leggio had reimbursed employees and friends for making those political contributions.
