A business tycoon named Eric Golem Sr. is buying up Ocean Shore businesses. Team Rocket Power become somewhat suspicious about him. When you see Lars under the pier, Pi challenges Otto to a halfpipe skate duel. This is your first mission which will be easy. After Otto wins the duel, Lars and Pi show Otto and his friends what they are hiding under the pier. It is a garbagebot. Twister was nervous and thought it was a space alien. Sam looks at the logo on the robot and it had the symbol of Golem's trademark. That is when the rocket power crew finds out what Golem industries is up to.

After a series of challenges, the gang travels to the Lakes, where they discover the water has disappeared. After investigating the forest near the lakes, they discover that the water is being used by Golem Industry robots to work giant power station shipping electricity to a "secret base" in the Wishing Waters theme park. Twister manages to destroy one of the plants, Sam destroys another and Reggie the final one. However, after the destruction of the final plant, Golem Sr. arrives and drops a giant robotic piranha in the central lake called "Barramundi Bot", to kill Reggie. However, via the use of a waterbike and rock formations, Reggie destroys Barramundi Bot.

Once they return to Ocean Shores, the gang has their first encounter with Eric Golem Jr., who challenges Otto to a skating competition. Otto wins and a frustrated Eric Jr. leaves, threatening to return. The gang decide to set off for the secret base of Golem in Wishing Waters, but must first obtain a remote that will allow them access to the base from Oliver and tickets to go to the park from Lars.

Once they arrive at Wishing Waters, the gang discovers the "secret base" to be an underground giant robot factory beneath the water park. They infiltrate the base and Sam hacks into the computer programming to build a super robot to trash the base. He manages to do this, but after destroying the majority of the base, the supercomputer in control, Cyrax, destroys Sam's robot and locks the gang inside the factory. Twister decides to take some more photos, and in doing so, discovers that they'll have to go to Mondo Mountain next. Sam then goes into Cryax's control room, and with a skateboard, destroys all of Cryax's computer chips, causing him to explode. The gang then run away.

Back in Ocean Shores Golem Sr. has made an offer to buy the entire pier, including the Shore Shack, so the gang must hurry. They have a second encounter with Golem Jr. when Twister competes against him in the Mad Town Skate Tournament to win a mountain-board. When Twister wins, Golem Jr. challenges them to a bumper kart game for a set of Mondo Mountain tickets. The gang wins and the they later convince Lars to reveal to them the secret location of Mondo Mountain if Reggie beats him in a downhill race at Bruised Man's Curb.

Arriving in the Curb, Reggie beats Lars and Lars reveals the secret entrance. Once in the Mountain, the gang discovers it is in fact the HQ of Golem. In order to enter the base, Otto tells the gang to wait at the base of Mondo Mountain, actually an inactive volcano, while he climbs to the top and opens the lower ventilation entrance. After destroying a giant, malfunctioning security robot who thinks of itself as the "God of the Volcano", Otto lets the gang into the base.

Inside the base, Team Rocket discover an earthquake machine, and they have to go through a bunch of robots to stop the machine, by turning off all of the valves, making the earthquake happen in the base when it is activated. Then Golem Sr arrives, and as he activates the machine, the base shakes and a pipe hits Golem, knocking him into the lava. However, Golem crawls out of the lava and it is revealed he is a robot. The gang confront the Robot Golem and destroy it.

Once the gang return to Ocean Shores, they see the sand is back and believe the ordeal to be over, but out of the blue, a giant power station emerges from the deep sea and through a holographic projector, Eric Golem Jr. reveals himself to be the mastermind behind Golem Industries' operations. He also says that he will destroy Ocean Shores with a big tsunami generated by his power station. In order to stop the machine, the gang are challenged by Golem to a final set of challenges involving races by rollerblade, waterbike, skateboard and hoverboard. After the third battle though, he says that he will destroy Ocean Shores anyway, and runs up to the control room. The only way to stop him is if Otto races him there by hoverboard. Otto wins and does something to the control panel, and as Eric Golem Jr arrives, Otto says, "Smell you later," and flies away with the gang while the base sinks.

As everybody in Ocean Shores celebrates, Officer Shirley sees Eric appear on shore, and brings him over to the gang. Otto is then kind and says that he's a good skater and should try to make some friends that are human. Eric then says he may be back next summer, and the gang and Eric do their handshake.
