Corruption Report
Marianne Briner-Mattern’s allegation that Dr Ouko had been preparing a report at the time of his death into high level corruption in Kenya and that by implication the report would have accused Nicholas Biwott and which according to Troon could have provided a motive for murder, also can not be substantiated. No such report was discovered at the time and none has appeared since. Marianne Briner-Mattern, the source of the allegation, was unable to help the Paliamentary Select Committee investigation in 2004/5 as she stated the relevant documents had been stolen from her, twice, in Tanzania and taken out to sea by fishermen. If, just prior to his murder, Dr Ouko was preparing a report into corruption in respect of the 'Molasses Project', he was doing so some two years after the cancellation of the project.
