On November 25, 2008, POGO issued a 36 page report regarding the U.S. Office of Special Counsel (OSC) ignoring whistleblowers. Scott Bloch was the U.S. Special Counsel from June 26, 2003 until he was abruptly fired by the White House on October 23, 2008. The OSC is an executive agency tasked with investigating whistleblower reprisal. MacLean's termination case was highlighted in their report.
