In 2011 Noriega, now a Colonel, was named commander of the Texas National Guard's 71st Theater Information Operations Group.

In his civilian career Noriega is President and Chief Executive Officer of AVANCE, Inc., a non-profit organization that offers early childhood education, parenting and comprehensive family services to families.
