In the Kiowa village, the beat of drums echoes in the pulsebeat of the young braves. Fighters under a common banner, old quarrels forgotten, Comanche rides with Arapaho, Apache with Cheyenne. All chant of war. War to drive the white man forever from the red man’s hunting ground.

Unless the people can choose their leaders and rulers, and can revoke their choice at intervals long enough to test their measures by results, the government will be a tyranny exercised in the interests of whatever classes or castes or mobs or cliques have this choice.
