Under Dr. Rosete's presidency, RMTU became one of the fastest growing state universities in the country. This was proven when the Department of Budget and Management in 2007 classified RMTU as a Level III-A university, thus leveling with established universities in Metro Manila like the University of the Philippines and the Polytechnic University of the Philippines.
