Despite the high mortality rate, there are several recurrent characters in Powers beyond the main two. Oeming has praised Bendis' writing in giving a "real depth" to even minor figures, writing that he particularly enjoys Bendis writing "a character as an asshole and then we learn they are more valiant than most of the characters."
