- Russia views as desirable the establishing of an international regime for the city and is against Israeli settlement construction in East Jerusalem. On March 2010 Russian Foreign Minister Sergey Lavrov said: "Israel's plans to continue the construction activities were unacceptable and could hamper the reconciliation process". In January 2011, reaffirming Russia's recognition of the State of Palestine, president Medvedev said Russia "supported and will support the inalienable right of the Palestinian people to an independent state with its capital in East Jerusalem."
