Politics of Umbria - Legislative Branch

Legislative Branch

The Regional Council of Umbria (Consiglio Regionale dell'Umbria) is composed of 30 members. 24 councillors are elected in provincial constituencies by proportional representation using the largest remainder method with a Droop quota and open lists, while 6 councillors (elected in bloc) come from a "regional list", including the President-elect. One seat is reserved for the candidate who comes second. If a coalition wins more than 50% of the total seats in the Council with PR, only 3 candidates from the regional list will be chosen and the number of those elected in provincial constituencies will be 26. If the winning coalition receives less than 40% of votes special seats are added to the Council to ensure a large majority for the President's coalition.

The Council is elected for a five-year term, but, if the President suffers a vote of no confidence, resigns or dies, under the simul stabunt, simul cadent prevision introduced in 1999 (literally they will stand together or they will fall together), also the Council is dissolved and a snap election is called.

Famous quotes containing the words legislative and/or branch:

The dignity and stability of government in all its branches, the morals of the people, and every blessing of society, depend so much upon an upright and skilful administration of justice, that the judicial power ought to be distinct from both the legislative and executive, and independent upon both, that so it may be a check upon both, as both should be checks upon that.
    Thomas Jefferson (1743–1826)

She saw a dust bearing bee sink into the sanctum of a bloom; the thousand sister calxes arch to meet the love embrace and the ecstatic shiver of the tree from root to tiniest branch creaming in every blossom and frothing with delight. So this was a marriage!
    Zora Neale Hurston (1891–1960)
