Graduated Penalties
Graduated penalties (in the form of fines) play a role in Phoenix public transport. The sanction imposed depends on the seriousness and the context of the offense. In public transportation, sanctioning may be in the form of not being permitted to use the transportation. If a passenger does not comply with the operational rules of safety while aboard the public-transit system, then they may be asked to leave.
