Pat O'Brien grew up in Sioux Falls and graduated from Washington High School in 1966. He is a 1970 graduate of the University of South Dakota in Vermillion, where he was a Government major. He was also a member of the Delta Tau Delta fraternity. O'Brien also studied international economics at the Paul H. Nitze School of Advanced International Studies at Johns Hopkins University in Washington, D.C. O'Brien was a member of Sioux Falls area rock and roll band Dale Gregory and the Shouters, from 1964-1967 for which he was inducted into the South Dakota Rock and Roll Hall of Fame on April 25, 2010.
