Lacson was appointed by then President Joseph Estrada to head the Presidential Anti-Organized Crime Task Force (PAOCTF)(June 26, 1998 - January 21, 2001) as well as the Philippine National Police PNP Director-General, (November 16, 1999 - January 20, 2001). Lacson's notable accomplishments were the reduction of corrupt policemen (Kotong Cops), various syndicates particularly gambling and drug cartels and punished undisciplined motorists.
